In actuality most classroom teachers are already familiar with these suggestions but perhaps unaware that good teaching practices work equally well with all students. In some ways it is a matter of focus rather than new information. All of us are lifelong language learners. No one can claim to understand every word or nuance present in his/her native language. Therefore, all teachers are language instructors. We have all seen this highlighted by the overt inclusion of the four language skills, listening, speaking, reading and writing in all the content areas. You might also note the term "accommodations" rather than "modifications". Modifications tend to be permanent changes to assist a permanent impairment in the learning strategies of some pupils. ESOL is a temporary program of which all students will be exited once they reach a level of English-language proficiency necessary to function at their grade level in an English-speaking instructional setting.

The FCAT is a test that measures how much a student learns throughout the coarse of the year. Yet, it also determines whether the student advances to the next grade level or not. This is where the test turns unfair. Schools should not rely only on the FCAT to pass or fail a student. Say a student makes straight A's throughout the entire year, but when it comes time to take the FCAT he or she becomes sick. The student takes the FCAT though he or she can not concentrate, and fails it. Should this student be retained just for failing this one test, though he or she maintained A's all year? According to an article minorities students generally have lower test scores than white students. This is why the NAACP also disagrees with the FCAT. The article also states that this past year forty-one percent of the black fourth grade students who took the FCAT actually passed. This meaning the remaining fifty-one percent failed, and also are being retained back to the fourth grade. While the FCAT has a few positive attributes it also has many more negative ones.
Arrangements for Accommodations for Eligible Students REMEMBER: • School Testing Coordinators must provide opportunities for Test Administrators to become familiar with the allowable accommodations being provided. • Students should receive instruction in testing procedures and have multiple opportunities to practice test-taking strategies. • Students should also have the opportunity to practice using their accommodations in instructional and testing situations before taking the FCAT so they will be comfortable with the accommodations. ACCOMMODATIONS FOR ELLS • The District is required to offer FCAT accommodations to ELLs who are currently receiving services in an English for Speakers of Other Languages (ESOL) Program. • Accommodations only apply to active ELLs with an ELL code of LY (A1-C1 and U-LY). • Students who have exited the ESOL program and are being monitored (LF) are not eligible for testing accommodations. ALLOWABLE ACCOMMODATIONS FOR ELLS • The test may be administered with one of the following accommodations or a combination of these accommodations that are determined to be appropriate for the particular needs of the ELL: Flexible Setting Flexible Scheduling Flexible Timing (Additional Time) Assistance in the Heritage Language English-to-heritage-language/Heritage-language-to-English Dictionary FLEXIBLE SETTING • ELLs may be offered the opportunity to be tested in a separate room with the ESOL or heritage language teacher acting as test administrator.

In reading the "FCAT Accommodations" article, ELL students are provided several accommodations for testing. The FCAT is usually administered by the ESOL or heritage language teacher, which is monitored closely with the ESOL District Coordinator. One must also note a concurrent theme amongst these recommendations; the key is to go directly from object or concept to English (Immediate Meaning Identification). This approach compels the students to "think" in English. The alternative, object or concept to first language to English (Mediated Meaning Identification) will waste valuable learning/listening time in translating. Specific recommendations: Remember the 5 R's: REPEAT, REPHRASE, REITERATE, RESTATE, REWORD!!!!!!! Choose a proficient American student (of the same gender) to serve as the ESOL student's partner. First, this will be a wonderful learning experience for the American to "teach" the ESOL student. Second, the ESOL student will have an excellent role model in English and one who is familiar with the content of the class.
